Investment in Procurement Technology Continues During Recession

Corporate interest in ePurchasing tools has generally remained strong in spite of the global recession, even as sales of most other enterprise and supply chain software categories have fallen.
 
That’s among the findings of a recent research report from Forrester analysts, who forecast 3% growth in the ePurchasing software market this year

“In 2009, Forrester forecasts that the ePurchasing market will continue to grow, even as many of the other enterprise application areas slip into negative territory,” they say. “This continued success, at a time when software purchases across the board are way down, is strong evidence of the tangible value these solutions bring to the table.”
 
Indeed, as many companies look to aggressively cut costs in the face of top-line pressures, the often rapid payback and “time to value” in ePurchasing tools make them stand out in a slow economy.

E-Procurement: A benefit to the economy and the environment.

UK companies are failing to take advantage of e-procurement, despite the cost and environmental benefits it can potentially bring.

According to a survey by the National Computing Centre (NCC), as many as 69% of organisations acknowledged that the shift towards e-procurement would be beneficial from an environmental perspective, but just 25% had a green procurement policy in place.

Print buyers are coming under increasing pressure from senior management to ensure that all parts of the supply chain are as environmentally friendly as possible. It is imperative that buyers, managers and suppliers alike don’t focus their thoughts solely on manufacturing but take the supply chain and internal processes into consideration. This is why many print buyers and suppliers are adopting E-procurement applications such as Claritum.

The study also found that 72% of respondents were still manually processing invoices and proof of deliveries, with over a third (38%) also manually approving purchase orders.

This research highlights that UK organisations are still not taking full advantage of automated procurement, which is surprising because during challenging economic times, cutting costs and streamlining procurement should be at the top of organisations’ agendas.

The advantages of e-procurement have been widely discussed in the past 12 months, as companies look to drive efficiencies and cut costs in their operations. However, findings suggest that more work is needed to persuade many companies of its manifest advantages.

According to research from Compass Management Consulting, Public sector outsourcing contracts are 75% above the going market rate.

Public sector procurement focus is to drive costs down meaning suppliers feel pressured into lowering their bids, sometimes to an unprofitable level in the early stages in the contract, and often try and claw back their initial loss by increasing prices.

Many suppliers price their contract up to 18% below the market rate. From the first day of the contract they increase the price, with many getting 30% above the market rate.

Even the threat of retendering is often meaningless as the power is embedded with the supplier.

These issues can be controlled through the use of E-procurement applications such as Claritum.

Claritum’s Contract Pricing capability enables print buyers to enforce pre-negotiated prices from approved suppliers for a wide range of print specifications. This ensures the agreed pricing is maintained for the life of the contract and will not be flexed up at the supplier’s discretion.

In most organisations print is a category neglected for cost savings and process efficiencies. Typically the print buyers only have time to support the marketing function, leaving the rest of the business to fend for themselves.
